The T-7010B utilizes an STM32 processor which requires entering "DFU Mode" (Device Firmware Upgrade) to accept a new flash.

Even though the flash is new, residual EEPROM settings may cause conflicts.

Warning: A full update is more thorough but also riskier. If interrupted (power loss, cable disconnect), the radio can be "bricked." Backup your codeplug first.
