Open Command Prompt as Administrator and run:

regsvr32 replresrll.dll

If the file is not found, locate it in C:\Windows\System32 or C:\Windows\SysWOW64 (for 32-bit on 64-bit Windows) and use the full path: cannot+load+resource+dll+replresrll+best

regsvr32 C:\Windows\SysWOW64\replresrll.dll
